Board of Trustees for the Firefighters’ Retirement Plan of the City of St. Louis issued a search recently to identify audit services firms, city procurement documents indicate.

According to the Sept. 20-issued RFP, all proposals should be sent to Richard Frank, the new retirement plan’s secretary, by its Oct. 11 deadline.

In order to be considered, firms must provide of list of retirement system audits performed over the past three years, certify any background regarding the public accountant profession, and provide firm information regarding staffing and fee structure.

Pension and disability benefits were previously provided by the Firemen’s Retirement System of St. Louis, a nearly $445.1 million plan with about $1.4 million in liabilities.

Hochschild, Bloom & Company served as the independent auditor for the firemen’s retirement systems. Its 2012 Audit Report lists that the 2,000-member FRS returned 0.96% for the annual period.

The Missouri city established the new retirement plan “to provide retirement, disability and death benefits for the firefighters of the City and their covered dependents for service rendered and compensation received on and after February 1, 2013,” the City ordinance states.

The RFP timeline lists that finalists presentations could be scheduled in October, with contract approval occuring in November. It is likely that the contract will be effective in the December-January period, the document states.
