WASHINGTON — President Obama on Monday designated Elisse Walter, a proponent of increased regulatory oversight of the municipal bond market, as the next Securities and Exchange Commission chairman.

The announcement was made soon after Mary Schapiro announced she would step down as chairman on Dec. 14.
