NABL hires new Washington advocate

Brian Egan will join the National Association of Bond Lawyers as its next director of governmental affairs Aug. 2.

The announcement of the experienced policy advocate comes just weeks after NABL bid farewell to Jessica Giroux, who had represented the group’s interests in Washington for more than three years.

Egan brings experience advocating on behalf of both the National League of Cities and more recently the National Association of State Treasurers.

“We are excited about the enthusiasm Brian will clearly bring to the position, as well as the terrific experience he brings from his time at both National League of Cities and National Association of State Treasurers,” said Teri Guarnaccia, NABL’s president.

NABL was not historically known for being especially active in Washington lobbying, but that changed with the 2017 passage of the Tax Cuts and Jobs Act that blindsided many in the muni market by eliminating tax-exempt advance refundings. The group raised its advocacy profile considerably since then under Giroux’s stewardship, and the work of continuing that push will now pass to Egan after Giroux joined the Municipal Securities Rulemaking Board’s staff last month.

“I’m excited to join the NABL team and a dedicated community of municipal bond professionals,” Egan said. “I’ve had the pleasure of getting to know many NABL members in past positions and now look forward to working closely with them to advance the organization’s priorities and mission. Jessica Giroux has certainly left big shoes to fill, but I’m glad to call her a friend and mentor who has been a key part of my professional growth. I’d also like to give a special thanks to my friends and colleagues at NAST. Working with the team to support our state treasurers, particularly as states navigated the challenges of the COVID-19 pandemic, has been an honor.”

Egan has experience working with key committees in Congress as well as relevant federal agencies including Treasury, the Federal Reserve, Internal Revenue Service, and Securities and Exchange Commission.

“Brian brings a relevant network and expertise, as well as great energy to this very important position for NABL,” said Carol McCoog, NABL’s secretary and personnel committee chair. “We know he will be a strong champion for NABL and the membership.”

Prior to joining NAST, Brian served as the legislative manager for finance, administration, and intergovernmental relations at the NLC, and interned with the National Economic Council at The White House and the U.S. Chamber of Commerce’s Center for Education Workforce. He holds a bachelor’s degree in Political Science and Government from American University.
