NABL Announces Service Awards

The National Association of Bond Lawyers announced Thursday that it will present service awards to three individuals when the group meets in Chicago later this month.

NABL’s awards committee will bestow on Frank Shafroth, a professor at George Mason University in Virginia, the Bernard P. Friel Medal for distinguished service in the field of public finance.

“Frank has held many positions in his career in Washington ¬— staff in both the House and Senate, director of federal relations for both the National Governors Association and the National League of Cities, director of legislative affairs at the [Municipal Securities Rulemaking Board] and director of George Mason University’s Center for State and Local Leadership,” said NABL president-elect Allen Robertson, who chairs the awards committee. “In all of those positions he has been a strong advocate for state and local governments and for tax-exempt financing in particular from the enactment of Chapter 9, through the Tax Reform Act of 1986 and up to today.”

The Frederick O. Kiel Distinguished Service Award for extraordinary service to NABL over an extended period of time will go to William A. Holby of King & Spalding in Atlanta, Ga. and Kathleen C. McKinney of Haynsworth Sinkler Boyd in Greenville, S.C. Both are former NABL presidents with Holby holding the post in 2009 and McKinney in 2010. The committee selected the two for their efforts to consolidate the NABL Chicago and Washington, D.C. offices.

“While both Kathy and Bill have provided exemplary service to NABL for many years in a number of different capacities, they deserve particular praise for their work in planning and implementing the consolidation of NABL’s offices in Washington, D.C. during their terms in office,” current NABL president Scott Lilienthal said. “The decision to consolidate was difficult but long overdue, and has benefited NABL in more ways than most members will ever know.”

The awards will be presented on Sept. 25, in conjunction with NABL’s 38th Annual Bond Attorneys’ Workshop in Chicago.
