Muni veteran Ed Stull opens Masterson Advisors' first Florida office

Houston-based Masterson Advisors has expanded into Florida by hiring finance and banking veteran Ed Stull as a managing director to head the firm’s new branch in Orlando.

Stull has more than 32 years of experience, most of it working in municipal finance with cities, counties, special assessment agencies, community redevelopment and toll road agencies as well as water, sewer and stormwater utilities.

While based in Florida his entire career, Stull said he has also done financial advisory work with transportation issuers outside of the Sunshine State for more than 13 years.

“We couldn't be more pleased to have a widely respected professional of Ed's broad experience joining our growing team,” said Drew Masterson, co-owner and managing director of the firm.

“Florida is an incredibly important market with a variety of localities and special districts requiring trusted assistance with capital planning, debt management, and constantly reviewing current and future debt obligations to optimize credit ratings and minimize client costs,” Masterson said.

Stull was formerly with Hilltop Securities and First Southwest Co.

He joins more than a dozen Hilltop employees who moved to Masterson Advisors, a financial advisory firm that Drew Masterson helped launched in March in part to represent charter schools – a sector that Hilltop exited to focus on traditional public school district financing.

Stull said he will work with charter schools in Florida along with industry expert Drew Masterson.

“At the new firm, I will have the support of an experienced team of support bankers and analysts who used to work at Hilltop as well, so I feel that I will be able to provide my clients with the same level of quality service that they have come to expect,” Stull said in an email. “I am excited to be joining my former colleagues at the new firm and look forward to building the firm in Florida.”

Stull has provided financial advisory services to Florida issuers, including the cities of Fort Lauderdale, Hollywood, Port St. Lucie, Palm Bay, North Miami Beach, Bay Harbor Islands, Miami, Cutler Bay, Hialeah Gardens, Sebastian, North Port, and Fernandina Beach. He has represented Martin, Indian River, Sarasota and Lake counties, as well as the Miami Parking Authority and the Florida Ports Financing Commission.

Stull also has been financial advisor for toll road issuers nationally, he said. In Florida, they’ve included the Tampa-Hillsborough County Expressway Authority, the Orlando-Orange County Expressway Authority, and the Miami-Dade County Expressway Authority.

Elsewhere, he’s advised the Rhode Island Turnpike and Bridge Authority, the Illinois State Toll Highway Authority, the Oklahoma Turnpike Authority, the Buffalo and Fort Erie Public Bridge Authority, the New York State Thruway Authority, and the New Jersey Turnpike Authority.

In 2003, Stull was the lead financial advisor on a $1.07 billion bond deal for the Orlando-Orange County Expressway Authority, which received an honorable mention in The Bond Buyer's 2003 Deal of the Year awards program.

Prior to working for investment banking and municipal advisory firms, Stull was a relationship manager with SunTrust Bank, specializing in providing direct bank loans, letters of credit, liquidity facilities, investments, cash management and interest rate hedging products.

Stull received a bachelor’s degree in Business Administration in Finance from the University of Florida.

He is an associate member of the Florida Government Finance Officer’s Association and the International Bridge Tunnel and Turnpike Association. He also is a member of the Transportation and Expressway Authority Membership of Florida and the Greater Orlando Chamber of Commerce.

Masterson Advisors LLC also provides financial advisory services to other issuers, including municipal utility districts, tax increment reinvestment zones, nonprofit agencies, levee improvement districts, cities, counties, transportation authorities, healthcare organizations, special districts, universities, port authorities and community redevelopment agencies.
