Forsythe Returns to MSRB

WASHINGTON — Public policy scholar Dall Forsythe will join the Municipal Securities Rulemaking Board as a public member to fill the vacancy created by the resignation of Robert Fippinger, who is to become the MSRB's chief legal officer next week.

Forsythe is a distinguished visiting scholar at the New York University Wagner School of Public Service, where his research focuses on state and local government financial management and securities regulation. He will serve on the board for the term ending in September 2017. He previously served from 2012 to 2014.

"Dall's public policy and finance experience is unparalleled," said MSRB chair Kym Arnone. "As a former MSRB Board member, he also understands the regulatory challenges of the municipal market and will contribute his great insight derived from many years as both a municipal market practitioner and scholar."

The MSRB announced last week that Fippinger, a senior counsel at Orrick, Herrington & Sutcliffe who was serving as a public board member, would be its new top lawyer and that deputy general counsel Michael Post would be promoted to general counsel for regulatory affairs.

The staffing changes follow resignations of two top lawyers in recent months: Ernie Lanza resigned as the MSRB's deputy executive director last summer to join Greenberg Traurig and Gary Goldsholle stepped down as the board's general counsel in October to join the Securities and Exchange Commission's trading and markets division.

Prior to joining the faculty of NYU, Forsythe held positions at Columbia University, Harvard, the School of Public Affairs at Baruch College (part of the City University of New York) and State University of New York's University of Albany. He also served as a senior fellow at the Rockefeller Institute of Government. He has been budget director for the State of New York and worked in the private sector as managing director of public finance for Lehman Brothers.

Forsythe holds a bachelor's degree and a doctorate from Columbia University.
