Doulis, Scheuermann tapped for NY State comptroller’s office senior positions

Maria Doulis and Todd Scheuermann were named to senior positions in the New York State comptroller’s office, Comptroller Thomas DiNapoli said Tuesday.

Doulis, most recently vice president for strategy, operations and communications at the watchdog Citizens Budget Commission, will be deputy comptroller. Scheuermann, previously the secretary to Senate finance committee, will be assistant comptroller in the Division of Budget and Policy Analysis. Both appointments fill vacant positions.

“New York has a massive, complex budget,” DiNapoli said. “The wide depth of experience and knowledge that Maria and Todd will bring to our team will greatly enhance our existing efforts and will be critical in keeping the public informed of how the state is balancing its books and addressing important issues.”

Doulis has broad experience in leading policy and research development. She has written extensively on government budgeting, labor relations, public workforce and infrastructure issues.

At CBC, Doulis oversaw the organization’s research, operations, communications and other functions. She was also the director of New York City studies and held several research positions with the organization. She has been an adjunct lecturer, taught a capstone course for graduate students and was a frequent Bond Buyer podcast guest.

She has a bachelor’s degree in political science from Queens College, a master’s degree in public administration from George Washington University, and completed her doctoral coursework in public policy and quantitative research methods at New York University’s Robert F. Wagner Graduate School of Public Service.

Scheuermann has held high-level positions in the state Senate and the Division of the Budget over his 25 years in Albany.

A the finance committee, he oversaw a team of budget and revenue analysts and was the lead budget negotiator for the Senate majority conference. At the budget office, he developed budget and policy recommendations for major programs and state agencies.

He has a bachelor’s degree in political science from the University of Illinois Urbana-Champaign and a master’s degree in public administration from Ohio State University.
