BRADENTON, Fla. – Atlanta-based bond attorney Douglass P. Selby has been promoted to head up the public finance practice at Hunton & Williams LLP.
Selby succeeds John D. O’Neill Jr., who will lead the firm’s newly formed public-private partnership practice group.
Both men are partners.
“I’m honored to lead the firm’s nationally recognized public finance team as we continue our longstanding commitment to our clients and to our role providing innovative counsel for integral capital improvement projects,” Selby said.
Selby represents entities in financing airports, professional sports stadiums, waterworks, and other development projects, serving as bond and disclosure counsel to issuers and as underwriters’ counsel to investment banks for governmental and private-activity bonds.
His work includes serving as bond counsel for Hartsfield-Jackson Atlanta International Airport and disclosure counsel to issuers in Georgia, Florida, and Mississippi.
Selby received a bachelor’s degree in business administration at Howard University, a master’s degree in business administration at Harvard University, and a law degree at the University of Chicago.
Memberships include the National Association of Bond Lawyers and the Gate City Bar Association.
In addition to leading the P3 practice group, O’Neill is managing partner of the firm’s Richmond, Va., office.
O’Neill has led the firm’s work on multiple high-profile projects, including advising the Virginia Department of Transportation on the $2.1 billion Interstate 66 multi-modal project.
“As public-private partnerships gain increasing importance in addressing much-needed improvements to our transportation systems and other critical infrastructure, we have assembled a great team and in concert with our public finance group are well-positioned as a leader in developing, financing and restructuring P3 projects across the United States and abroad,” O’Neill said.
O’Neill received a bachelor’s degree at the University of Richmond and a law degree at Pepperdine University.
He is a member of the National Association of Bond Lawyers and the Bond Club of Virginia.
In February, Hunton & Williams announced the hiring of David Horner as a partner to work in the P3 practice.
Horner served as deputy assistant secretary for transportation policy at the U.S. Department of Transportation and chief counsel at the Federal Transit Administration from 2005 to 2009.
Hunton & Williams recently assembled a formal P3 practice group, though a number of attorneys have worked on P3 transactions for some time, a spokeswoman said.
The firm has more than 40 project and public finance lawyers.
