Georgia's CFO Honored

BRADENTON, Fla. — Georgia's chief financial officer, Teresa MacCartney, has received one of the highest honors that the National Association of Budget Officers awards.

MacCartney was recognized with this year's Gloria Timmer Award during NASBO's annual meeting in Big Sky, Montana on Aug. 9.

"With 15 years of dedicated service to the state of Georgia, Teresa is being recognized for her devotion to making Georgia more financially sound and for using available funds to strengthen beneficial priorities, especially in the realm of education," said NASBO president Margaret Kelly while presenting the award.

MacCartney began her career as a policy analyst in the Office of Planning and Budget in 2001.

Under Gov. Nathan Deal, she moved up the ranks in 2012 to become his budget director.

On Monday, Deal commended MacCartney for developing "fiscally conservative budgets that prioritize the needs of Georgians," while maintaining the state's triple-A bond ratings and increasing the state's reserves to $1.9 billion from $374 million.

"I've long considered Teresa an exceptional budget officer and am proud that NASBO recognizes her as one too," Deal said.
In addition to her membership in NASBO, MacCartney has served on the organization's executive committee and executive search committee.

The Gloria Timmer Award recognizes the "significant and positive impact" the recipient has made in his or her home state.

The award was established in 2001 to honor former NASBO executive director Gloria Timmer, who had been the budget director for Kansas. Timmer died in 2000.
