Westchester Reviews Itself

Bond counsel Jonathan Ballan will head up efforts to review Westchester County’s finances as part of County Executive-elect Rob Astorino’s transition team.

Astorino, a Republican, defeated three-term Democratic incumbent Andrew Spano last month.

Ballan, the head of Mintz, Levin, Cohn, Ferris, Glovsky and Popeo PC’s public finance department, will chair transition team’s finance subcommittee.

“We’re analyzing their finance department, their finances,” he said. “After 12 years they have a new county executive and he was given a mandate to look at the budget carefully.”

The panel is interviewing current staff in the county finance department and will be making recommendations on personnel and other financial matters. Ballan said it was too early to say what kind of changes might be coming.

“It’s a fresh look at everything by a young, dynamic, motivated, new county executive,” he said.

Ballan previously served as chairman of the Municipal Assistance Corp. which was created during New York City’s fiscal crisis in the 1970s and which closed its doors last year. He earned his law degree from George Washington University and his undergraduate degree from Williams College.
