MSRB Names Eakes COO, Doyle Project Management Chief

The Municipal Securities Rulemaking Board announced yesterday that it has tapped Janet Eakes, a former Freddie Mac senior vice president, for its newly created post of chief operating officer, and John Doyle, a principal in the municipal securities division of UBS Securities LLC, as director of project management.

The board also said it has promoted Ernesto "Ernie" A. Lanza as general counsel and Harold "Hal" A. Johnson as deputy executive director.

In a separate announcement, the board said it plans to join with the Securities Industry and Financial Markets Association to hold a compliance seminar beginning at 3 p.m. on Oct. 27 in New York City. Members of the MSRB's legal staff will be available to discuss the board's rules and recent initiatives. Also, Malcolm Northam, director of fixed-income securities regulation for the Financial Industry Regulatory Authority, will give a presentation on FINRA initiatives.

The board said Eakes will join the MSRB as chief operating officer on Nov. 3 and will oversee its market information department as well as the overall management of data and information technology.

Eakes previously was senior vice president for mortgage operations at Freddie Mac, where she worked for 20 years in various management and operations posts. She has a bachelor's degree from Rice University.

"The promotions of Hal and Ernie will enable each of them to most effectively guide the organization," MSRB executive director Lynnette Hotchkiss said in the board's release. "With the addition of Janet, this leadership structure and the associated expertise will be fundamental to advancing the MSRB's mission."

Doyle, who worked for nearly 20 years at UBS, most recently as a director and business manager in its municipal securities group, will manage projects that support the MSRB's market information goals and will lead service and product initiatives in this area, the board said.

As general counsel, Lanza will be the chief legal officer responsible for the board's rulemaking activities and its professional qualifications program. He joined the MSRB in 1997 and has been senior associate general counsel since 2001. He received his law degree from the University of Pennsylvania.

Lanza replaces Diane Klinke, who retired last month after 25 years at the MSRB,

"Diane made enormous contributions to the board during her 25-year career," Hotchkiss said. "We are grateful for her long years of service and steady counsel to the MSRB."

As deputy executive director, Johnson will focus on major market issues, strategic planning, and other board undertakings, the board said. He joined the MSRB in 1984 and served as deputy general counsel since 1990. He received his law degree from the University of North Carolina at Chapel Hill.
