The Howard Jarvis Taxpayers Association appealed to California's high court in a case challenging San Jose's plans to issue pension obligation bonds.

Bondholders say the insurers reneged on the bond insurance terms, which both firms deny in filings for the case, filed six years after the COFINA restucturing.

A state appeals court found that a simple majority approval by voters was sufficient on a 2020 hotel bed tax measure that reached the ballot via initiative.

The three Puerto Rico Oversight Board members can resume their positions immidiately, District Court Judge Maria Antongiorgi-Jordan ruled.

"A lawsuit like this is probably critical for any future settlements or agreements, because it will (maybe) determine up front if the incoming [board] members, and thus whatever agreements they sign, are valid or not," said Matt Fabian, a partner at Municipal Market Analytics.

The appelate ruling in favor of the San Juan Unified School District helps clarify what districts can finance under the state laws governing bond elections.

Damages awarded to the developer are several times tiny Cle Elum's $5 million general fund budget for 2025.

"This case involves the discovery of a massive Ponzi-like fraud orchestrated by former GHA executive director Robert Cappelletti," plaintiffs GHA and Greater Groton Realty Corp., a non-profit affiliate of the GHA, said in an April court filing. 

The bill attacks Gov. Gavin Newsom's executive order requiring state regulations phasing out the sale of new gasoline-powered cars and trucks by 2035.

The bond trustee filed notice of a settlement that would extend the maturity of the Industrial Development Authority of Platte County Zona Rosa bonds 30 years.
