Public finance attorney Richard D. Leibowitz joins Butler Snow

Butler Snow LLP has hired veteran public finance attorney Richard D. Leibowitz to work in the firm’s Baton Rouge, Louisiana, office.

Leibowitz, who has more than 34 years of experience in municipal bond finance, will practice with the firm’s public finance, tax incentives and credit markets group.

Public finance attorney Richard Leibowitz joined Butler Snow in 2019.

Leibowitz most recently worked at Breazeale, Sachse & Wilson LLP.

He has served as bond counsel for the state of Louisiana, political subdivisions, local agencies and public trusts and he has represented underwriters in public finance transactions on more than $4 billion of tax exempt bonds in the state since 1983.

Leibowitz is a fellow of the American College of Bond Counsel and a member of the Louisiana State Bar Association and the National Association of Bond Lawyers.

After receiving a bachelor’s degree from Northeast Louisiana University, Leibowitz received a law degree from Louisiana State University’s Paul M. Hebert Law Center.

In recent years, Butler Snow has added several other public finance attorneys to its ranks in Louisiana, including Michael J. Busada in Shreveport, Thomas G. Hessburg in Baton Rouge, and former U.S. Sen. David Vitter in New Orleans.

“We continue to have interest in expanding our presence in Louisiana and do expect further growth there,” said spokeswoman Sherry Vance Allen.

Butler Snow has more than 40 attorneys in the firm’s public finance, tax incentives and credit markets group. The practice includes work on all forms of state and municipal bonds and obligations to finance and refinance governmental debt as well as industrial and economic development financing, defaults and workouts.
