Orrick promotes three public finance lawyers to partner

Orrick, Herrington & Sutcliffe announced the admission of Marc Bauer in Los Angeles, Barbara League in Houston, and John Stanley in San Francisco to its partnership.

The three lawyers focused on public finance are among 17 lawyers in total that the firm promoted. With their additions, Orrick has promoted nine public finance-focused partners in the past four years, as well as added nine lateral public finance partners over the same period.

Bauer advises issuer and underwriter clients in transactions involving long- and short-term, fixed and variable rate obligations, commercial paper, credit and liquidity enhancement, and revenue bonds. He has worked on financings for governmental entities and nonprofit corporations, including the Los Angeles Department of Water and Power, Stanford University, the Academy Museum of Motion Pictures and Loyola Marymount University. He earned his J.D. from the USC Gould School of Law, his M.B.A. from the USC Marshall School of Business and his B.A., with honors, from Northwestern.

League counsels cities, counties, states, school districts and other tax-exempt organizations on tax-exempt financing transactions. In 2018, she served as tax counsel to the State of Texas in its issuance of $7.2 billion of tax and revenue anticipation notes. Barbara earned her LLM in Taxation from the University of Florida, and her J.D. and B.A. from Washington and Lee University.

Stanley advises on tax issues for municipal finance transactions, including infrastructure projects, water and wastewater facilities, public power projects, airports and ports. As part of Orrick’s bond counsel team to the State of California, he has worked on the issuance of billions of dollars of tax-exempt general obligation bonds. John earned his J.D, magna cum laude, from the UC Hastings College of the Law and his B.S. from UC Santa Cruz.

Orrick, for the 20th year, was the nation’s top bond counsel for 2018. The firm was also the top disclosure counsel. It ranked as the No. 2 underwriters counsel nationally and No. 1 in Texas, with more than four times the number of issues as the runner up firm.
