MSRB hires new market structure and transparency director

The Municipal Securities Rulemaking Board has a new director to lead upcoming changes to its EMMA site.

Matt Posner, most recently of Court Street Group Research LLC, joined the MSRB in his new role as director of market structure-transparency on Monday.

He takes on the role previously held by MSRB Communications Director Leah Szarek, which became vacant after Szarek became communications director earlier this year following the departure of Chief Communications Officer Jennifer Galloway. Szarek had been taking on both communications and EMMA tasks, and will now solely be focused on communications.

Posner will be a point person on EMMA initiatives and transparency projects, the MSRB said. EMMA recently underwent changes to its search functionalities and is in the process of cloud migration.

The MSRB began its migration to the cloud in 2019. Over the long run, transferring data to the cloud will increase functionality, make MSRB systems more secure and reduce operation costs, MSRB Chair Edward Sisk has said.

The MSRB budgeted over $4 million towards the migration for fiscal year 2020.

Posner, who was named a Bond Buyer Rising Star in 2017, founded the Municipal Impact Coalition that same yearto provides analytical products to help people invest in public projects. In 2016, Posner founded Court Street Group, a research and consulting firm based in Brooklyn, New York.

Previously, Posner was head of market strategy at Neighborly and managing director at Municipal Market Advisors. Before that, he was a reporter at The Bond Buyer. Posner graduated from Georgetown University with degrees in political science and history.
