Federal legislation is changing the landscape for a variety of tax credits as Kutak Rock announces a continued expansion of its tax team including attorneys Megan K. Palmer and Robert E. Petrowsky.

Senior real estate paralegal Steven Dinolfo is also coming onboard.

Kutak Rock provides legal counsel on a variety of tax credit areas including opportunity zones, historic rehabilitation credits, New Markets tax credits, state tax credits, energy tax credits and low-income housing tax credits. 

Palmer and Dinolfo will work out of the Washington D.C. office while Petrowsky will be stationed in Springfield, Mo. 

Palmer leans into two decades of legal experience focused on tax-advantaged equity and debt financing involving business, real estate, and renewable energy projects. 

She previously worked as an associate general counsel for the Local Initiatives Support Corporation, a nonprofit community development financial institution. 

While at LISC, she served and advised on tax credit and charter school finance, lending transactions, and related legal matters. 

Signing on with Kutak Rock reunites her with former colleagues Scott DeMartino, Robin Mahapatra, Amanda P. Cooper and Steven Dinolfo who she's worked with at another firm. 

Palmer earned an LL.M. in real property development from the University of Miami School of Law, a J.D. from Georgetown University Law Center and a B.A. from Yale University. 

Petrowsky is moving from Ellis, Ellis, Hammons & Johnson in Springfield, and advises public and private clients on federal and state tax matters involving TIF districts, industrial development bonds, renewable energy projects, and complex business transactions. 

Petrowsky earned an Executive LL.M. in Taxation from Georgetown University Law Center, a J.D. from the University of Denver Sturm College of Law and a B.S. from Colorado State University Global Campus. 

In July, Amanda Cooper joined the firm's Atlanta office as of counsel in its business, corporate and securities practice.

In May, Robin Mahapatra joined the Washington office team bringing extensive experience advising clients on complex tax matters across international, federal, state and local jurisdictions.

The One Big Beautiful Bill Act changed the tax credit game by eliminating energy tax credits while expanding LIHTCs. Opportunity Zones became a permanent fixture via OBBBA along with New Market Tax credits. 

Kutak Rock represents a wide range of corporate and institutional investors and lenders in structuring, negotiating, documenting and conducting due diligence on tax credit-advantaged financings.
