
WASHINGTON - Sharon Zackula has joined the Municipal Securities Rulemaking Board as an associate general counsel.
The MSRB announced the new hire on Monday, noting that Zackula formerly worked at the Financial Industry Regulatory Authority, the Commodity Futures Trading Commission, and the Securities and Exchange Commission.
Zackula began working at the MSRB last week and is reporting to Michael Post, MSRB deputy general counsel, according to a board spokesperson.
She had been a principal at Fixed Income Consulting Services since January. Before that she spent more than 17 years at FINRA, most recently as associate general counsel and associate vice president. She was the office of general counsel's primary liaison to the MSRB, SEC and various FINRA departments on fixed-income policies and rules.
The MSRB's general counsel, Gary Goldsholle, is also a former FINRA attorney. Post is a former SEC attorney.
"We couldn't be more pleased that Sharon has become part of the MSRB's regulatory and policy staff," said MSRB executive director Lynnette Kelly. "Her broad expertise in the fixed-income markets complements our existing team focused on regulation of the municipal securities market."
Before joining FINRA in September 1996, Zackula was a special counsel in CFTC's trading and markets division for almost two years. From February 1992 to November 1994, she was counsel with McCarthy, Leonard in the St. Louis, Mo. for almost three years. From March 1989 to June 1990, she was counsel in the office of general counsel at the U.S. Export-Import Bank.
Zackula had two stints as an associate at Fried Frank law firm and was a Fulbright Research Fellow in between, studying Japanese markets. From October 1981 through August 1983 she was an attorney in the SEC's trading and markets division.
Zackula has a law degree from DePaul University College of Law and a bachelor's degree from Washington University in St. Louis.
