Standard & Poor's Ratings Services said it raised its long-term and underlying rating on Cinco Southwest Municipal Utility District (MUD) No. 4, Texas' general obligation debt to BBB from BBB-minus.
The outlook is stable.
"The upgrade reflects our assessment of the district's built-out status of development and continued property tax base growth, resulting in a declining debt-to-assessed value ratio," said Standard & Poor's credit analyst Oscar Padilla. "The upgrade is further supported by the district's improved financial position."
