A fascination with airports helped land Christopher Elmore in the world of public finance. When interning one summer at Goldman Sachs’ San Francisco office, which overlooked the airport, it seemed like Christopher found a home.

The public finance work that summer was interesting, he said, and “I liked the debt financing piece. I was always fascinated by transportation,” and in his position, “we get to help solve some of the most complicated financing problems and help our clients achieve great outcomes.”

“Flying into an airport gate that you helped finance provides exciting tangibility,” Christopher said.

“Under [Christopher’s] leadership, the Goldman Sachs transportation/P3 group achieved #1 ranking in mass transit issuance during the COVID-19 pandemic (April 2020-April 2021), with over 2.5x more par of transactions than the next leading firm, and has maintained as the #1 underwriter of TIFIA and RRIF loan refinancing transactions for municipal issuers (including New York State Thruway, Grand Parkway Transportation Corp., MWAA Dulles Toll Road, Denver RTD and New York MTA),” said Jeff Scruggs, Goldman’s managing director and co-head of public sector and infrastructure group, in his nomination paperwork.

An avid skier, Christopher said he was “spoiled by growing up in Colorado” with some renowned ski resorts. He also enjoys rock climbing, long walks and exploring New York City parks.
