Ballard Spahr Hires Emilie Ninan to Join Wilmington, Del., Public Finance Team

WASHINGTON — Emilie Rajaratnam Ninan has joined bond counsel Ballard Spahr Andrews & Ingersoll LLP as a partner in the firm’s Wilmington, Del., office.

Ninan was formerly a partner and head of the public finance department at the Delaware law firm of Potter Anderson & Corroon LLP. She will be responsible for Ballard’s public finance practice in Delaware and will provide advice on uniform commercial code matters, deliver legal opinions in connection with financing transactions, and counsel corporate, banking, and non-profit clients in other commercial transactions.

She’ll be a terrific addition to Ballard, our Delaware office, and our already very strong national public finance practice.”

Ninan has a broad range of public finance experience and close ties to Delaware, according to a Ballard press release. She served as bond counsel on deals done by the Delaware Health Facilities Authority, the Delaware Economic Development Authority, New Castle County, and Wilmington for hospitals, primary and secondary private schools, and other 501(c)(3) organizations. She also worked on general obligation and revenue bond deals done by Kent County, Sussex County, and the city of Dover.

Ninan, who earned a law degree from Georgetown University Law Center, is the vice chair of the commercial law section of the Delaware State Bar Association.
