Allyson Dodd Promoted, Vicky Tsilas Officially Begins at Treasury

WASHINGTON — Allyson Dodd has been tapped to replace Robert Henn as manager of field operations for the Internal Revenue Service's tax-exempt bond office.

Dodd has been serving as a group manager of field operations for TEB in Chicago.

Henn has announced he will retire at the end of this year. Henn, a 40-year veteran of the IRS, has been acting director of the TEB office, which has left his permanent role as manager of field operations vacant.

Dodd is a graduate of Loyola University in New Orleans and was one of the original members of the IRS tax-exempt bond group when it was formed in 2000.

She was previously a manager in the TEB office's Denver branch and a group manager in Englewood, Colo. from 2005 to 2007.

Separately, Vicky Tsilas on Monday will officially begin her new position as associate tax legislative counsel with the Treasury Department's Office of Tax Policy.

Tsilas was assistant branch chief for the IRS' office of associate chief counsel. She replaces John Cross, who recently left the Treasury to become the new director of the Securities and Exchange Commission's Office of Municipal Securities.

Before joining the IRS, Tsilas was of counsel from May 15, 2008, to Oct. 30, 2009, at the law firm of Ballard Spahr LLP in Washington. She was an associate at Ballard Spahr from Feb. 1, 1999 to April 11, 2003.
