Morningstar: D.C., Detroit Have Top Funded Pensions; Chicago Has Lowest

Washington, D.C., and Detroit have the strongest funded pension plans, with Chicago the weakest, Morningstar Inc. said in a research report.

As a current Detroit resident and former City of Detroit employee [the Chief Accounting Officer under former Mayor Dennis Archer's Administration], how does this information (the pension plans being funded at 91.4%) correlate to Kevin Orr, the Emergency Financial Manager's data on the viability of the City's two pension plans?
