SIFMA Muni Division Honors Massachusetts’ MacNaught

The Securities Industry and Financial Markets Association’s municipal securities division honored Colin MacNaught, the assistant treasurer for debt management in the Massachusetts treasurer’s office, with its 2010 Honor Roll Award at a luncheon Tuesday.

The award was given in recognition of his significant contributions to the municipal bond community, particularly muni issuers, and extensive investor ­outreach.

“Colin has been a true leader for other issuers in terms of involvement in the larger issues affecting the municipal market,” said Kenneth Gibbs, president of the municipal securities group at Jefferies & Co. and the 2011 chairman of SIFMA’s muni division.

“He spent considerable time and effort on current issues affecting issuers and the market broadly in terms of board work as a member of the [Government Finance Officers Association] debt ­committee and the [Municipal Securities Rulemaking Board’s] issuer advisory board,” Gibbs said. “And was engaged as an advocate on behalf of issuers for extension of the Build America Bond program, as well as for direct communication with investors regarding enhanced disclosure.”

MacNaught is responsible for Massachusetts’ short-term and long-term borrowing needs, which total $3 billion to $4 billion annually.

Before joining the treasurer’s office in 2008, MacNaught was an associate director at Standard & Poor’s, where he evaluated and rated several states along the East Coast. He was a specialist on interest-rate swaps and assisted in developing the ratings criteria for analyzing derivatives used in public finance.

He earned his master’s degree in public policy from Harvard’s Kennedy School of Government in 2003.

He currently is a board member of the Massachusetts Finance Advisory Board.

Previous recipients of the honor roll award include Frank Chin, managing director at Citi; Robert Foran, former senior managing director and head of Bear Stearns’ public finance department; Daniel Keating, chief operating officer at Samuel A. Ramirez & Co.; ­Christopher “Kit” Taylor, former chairman of the MSRB; and Roger G. Hayes, former managing director of Banc of America Securities LLC.
