A new regulation requiring state and local transportation departments to reduce greenhouse gas emissions would limit spending flexibility, opponents say.

Biden administration officials have indicated they will not be appealing the Eleventh Circuit's decision allowing states to use ARPA funds to offset tax cuts to the Supreme Court.

It's the third short-term spending bill Congress has passed since fiscal 2024 began Oct. 1.

Increasing the costs for banks to hold municipal bonds would be passed down to cities and states in the form of higher financing costs, industry advocates said.

Roughly 70% of the grants will go to projects in disadvantaged areas.

House Republicans want 2024 appropriations offset with cuts from "COVID-era slush funds."

"It's inevitable there will be spending cuts," said Emily Brock, federal liaison for the Government Finance Officers Association.

The Senate Committee on Homeland Security and Governmental Affairs unanimously passed the bill in October.

The climate rule aimed at cutting transportation-related greenhouse gas emissions will restrict investment in certain projects, said the states.

State departments of transportation are expected to boost their own funding during the third year of federal infrastructure support from the IIJA.

Ohio last week opened the first, and so far only, electric vehicle charging station funded under the Bipartisan Infrastructure Law.

Republicans have repeatedly criticized the California high-speed rail project as a waste of taxpayer money.

Cities and states are eligible to apply for the program, which gives eligible solar and wind facilities in low-income areas increased investment tax credits of 10% or 20%.

A significant chunk of the costs will be passed to ratepayers, experts said.

The White House is set to announce whether the controversial high-speed project will win a major rail grant by the end of the year.

The project was to have been the first small modular reactor technology in the U.S.

States are required to reduce vehicle-related greenhouse gas emissions under the rule that was finalized last week.

The retirement proposal also attempts to clarify the definition of riskless transactions, which are common in the muni market.

The projects range from airports to ports and transit-oriented development.

The time between the announcement of an award and the actual cash going out the door can be frustratingly long.
