Standard & Poor's Ratings Services has lowered to 'BBB+' from 'AA+' its ratings on Chicago, Ill.'s motor fuel tax (MFT) revenue series 2008 and 2013 bonds and Transportation Infrastructure Finance and Innovation Act (TIFIA) drawdown loan.
