Standard & Poor's Rating Services said it raised its long-term rating and underlying rating on the city of Winter Garden, Fla.'s sales-tax revenue bonds to AA-minus from A-plus.
The outlook is stable.
"We base the upgrade on the growth exhibited by pledged revenues, which has strengthened the strong maximum annual debt service coverage levels," said Standard & Poor's credit analyst Richard Marino.
The step is part of a larger effort to attract financial firms to St. Croix.
September saw the weakest month of total returns since 2008, according to J.P. Morgan analysts.
