The Treasury Department said it will auction $25 billion year bills on Dec. 10.
The 52-week bills are dated Dec. 12 and due Dec. 11, 2014.
"We are optimistic that rates may normalize by the time the bonds price next week," said Maliha Ahsan, spokesperson for the Office of the State Treasurer.
The step is part of a larger effort to attract financial firms to St. Croix.
