Standard & Poor's Ratings Services said it raised its underlying rating on Solvay Village, N.Y.'s general obligation debt one notch to A-minus from BBB-plus.
The outlook is stable.
"We base the upgrade on the village's stabilized budgetary performance, which has led to improved budgetary flexibility and liquidity," said Standard & Poor's credit analyst Timothy Daley.
