Siebert Taps California Finance Vet as Senior VP

ALAMEDA, Calif. — Siebert Brandford Shank & Co. has hired Joanie Jones-Kelly as a senior vice president.

Jones-Kelly brings more than two decades of experience in California state government public finance to her new job as head of the firm’s new Sacramento office.

“I first met Joanie when she worked for former California state Treasurer ­Jesse Unruh in the early 1980s,” chairman ­Napoleon Brandford said in a statement. “Her experience in the state treasurer’s office and other state agencies will give us a competitive advantage in providing creative solutions to the current fiscal challenges the state of California is experiencing.”

Jones-Kelly most recently worked in the treasurer’s office, retiring in 2009 as executive director of the California Debt Limit Allocation Committee. Before that she was executive director of the California Industrial Development Financing Advisory Commission.

She has also worked in financial and managerial positions with the Department of Social Services and the California Public Employees’ Retirement System.

Jones-Kelly was chief of administration for the Department of Veteran Affairs in the 1980s. Her duties there included overseeing the sale of municipal bonds financing the Cal-Vet mortgage program.

Jones-Kelly will work with state agencies and handle issues from the treasurer’s office, the firm said.

Siebert Brandford ranked sixth among senior managers in California in 2010, according to Thomson Reuters.
