Senate OKs FY12 Budget

The Kansas Senate has almost unanimously adopted a state budget for fiscal 2012 with total spending of $14 billion. Three senators voted against the budget measure, which includes $6 billion of spending from state general fund ­revenues.

The fiscal 2011 budget totaled $14.7 billion. The Senate budget bill resolves a $493 million revenue gap and would result in an $8.1 million surplus when the fiscal year ends June 30, 2012.

State funding for public education will drop. Base state aid per pupil is set at $3,786, down $151 per student from current funding.

The measure also reduces lawmakers’ pay by 7.5%, and cuts the pay for agency heads, judges, and statewide elected officials by 2.5%.

The proposed budget was sent to the House, which is considering its own bill that would leave Kansas with a $78 million surplus at the end of fiscal 2012.

The House budget includes total spending of $13.9 billion, including $6.1 billion from the general fund. The proposal would reduce state educational aid to $3,762 per pupil, and cut all state executive salaries by 7.5%.
