SEC to Hold First Muni Hearing Sept. 21 in San Francisco

WASHINGTON - The Securities and Exchange Commission announced Tuesday that it will hold the first in a series of field hearings on the municipal securities market Sept. 21 in San Francisco.

The hearing is scheduled for 9:00 a.m. to 4:30 p.m. at Pier 1, which is located on the Embarcadero in the Port of San Francisco. The event will include two disclosure panels as well as panels moderated by SEC officials on rating practices and impacts, internal controls, and investor experiences.

The opening speakers will include SEC commissioner Elisse Walter; Meredith Cross, director of the corporation finance division; and Henry Hu, director of the division of risk, strategy and financial innovation. Panelists will include such market participants as California Treasurer Bill Lockyer, Washington Treasurer James McIntire, and Brian Mayhew, chief financial officer of the Bay Area Toll Authority, as well as representatives of the National Federation of Municipal Analysts, National Association of Bond Lawyers and Government Finance Officers Association.

The SEC plans later this year to hold hearings in Chicago, Washington, D.C., Tallahassee, and Austin. After the hearings have been concluded, the SEC will release a staff report containing information learned from them as well as recommendations for any regulatory or legislative changes and industry “best practices.”
