Puerto Rico’s Pierluisi names budget director

Puerto Rico Governor-Elect Pedro Pierluisi named Juan Carlos Blanco to be executive director of the Office of Management and Budget.

Pierluisi announced this pick along with several others cabinet members on Monday.

Carlos Blanco’s background is in law and finance in the public and private sectors.

He’s worked as an in-house lawyer for Banco Popular de Puerto Rico, Puerto Rico’s largest bank, for over three years. This follows earlier stints at Popular as early as 1997 in financial roles.

For 10 months in 2009 he worked as Chief of Staff for Puerto Rico’s governor. He has also worked on Puerto Rico gubernatorial transitions and platform committees.

From 2003 to 2006 he was legal associate at Shearman & Sterling and Wilkie Farr & Gallagher law firms.

Carlos Blanco holds a bachelor of science degree from the Wharton School at the University of Pennsylvania and a law degree from the University of Pennsylvania.

“I continue to make these appointments after a conscientious and judicious process to ensure that I have people prepared and motivated to give a government of excellence to our people,” Pierluisi said.

If Puerto Rico’s legislature approves Carlos Blanco, he would oversee government spending. Francisco Parés, as secretary of the Treasury, would oversee government revenue collection.
