Porter to head Public Finance at Fitch

Laura Porter has been named head of U.S. Public Finance at Fitch Ratings, the agency announced on Monday.

Former public finance head Jessalynn Moro has taken on a new role as head of Strategic Innovation, Analytics & Research for Public Finance and Infrastructure.

Additionally, Cherian George has been named head of the Global Infrastructure and Project Finance Group. George takes over from Olivier Delfour, who has been named head of Core Operations for Public Finance and Structured Finance.

Both Porter and George will report to Dan Champeau, Fitch’s Global Head of Public Finance and Infrastructure.

“The municipal bond and infrastructure markets are evolving so continuing to be responsive and proactive about global market needs is imperative,’ said Champeau. “The appointment of well-established and seasoned analysts like Laura, Cherian, Jessalynn and Olivier to their new roles demonstrates Fitch’s long-term commitment to expanding our strong presence in U.S. Public Finance and Global Infrastructure.”

Porter joined Fitch in 2005 as a state ratings analyst and has served in numerous positions within public finance, including lead analyst for Fitch’s highest profile rated states, and head of state ratings. Prior to joining Fitch, she was an investment banker at Morgan Stanley in New York.

George has been with Fitch for 20 years and is a founding member of the Global Infrastructure and Project Finance Group. He most recently served as Infrastructure Head for the Americas. Prior to joining Fitch, he was a senior manager at the Port Authority of N.Y. & N.J.

Moro began her career with Fitch in 1999 as a rating analyst in the local government group and has served in a variety of increasingly senior roles, including the head of Public Finance Operations, local government ratings. She was head of public finance since 2015.

Olivier has been with Fitch for 22-years and held such senior roles as head of European ABS, head of the structured finance teams in Paris, Milan, Frankfurt, and Madrid.
