Perri joins Foley & Lardner's public finance practice in Washington, D.C.

Luisella "Sella" Perri has joined the law firm of Foley & Lardner LLP's national healthcare and public finance practice.

Perri has wide experience in the public finance arena, the firm said, with a focus on federal tax laws and regulations related to tax-exempt financings.

She has extensive knowledge in matters involving Section 103 of the Internal Revenue Code and often represents clients being audited by the Internal Revenue Service on a wide variety of public finance issues.

Luisella “Sella” Perri is a member of the National Association of Bond Lawyers’ Tax Committee and vice chair of its Section 103 editorial board.

Perri has also worked with the Treasury Department and the IRS when preparing, presenting and obtaining IRS private letter rulings on complex tax matters for her clients.

She was previously a partner at Holland & Knight, according to her LinkedIn profile.

"Sella significantly enhances our capabilities in the tax and public finance space, especially given her deep knowledge of Section 103 of the federal tax code," said Timothy Voigtman, chair of the firm's Taxation Practice Group. "The impressive depth of experience Sella brings in handling a broad array of tax matters will make her an excellent resource for our clients seeking sophisticated tax counsel."

Foley & Lardner LLP employs 1,100 lawyers in 25 offices around the world. It was established in 1842.

"Foley's platform and collaborative approach to addressing clients' tax planning needs offers the ideal setting to grow my practice, and I'm thrilled to join the team," Perri said.

Perri is a member of the National Association of Bond Lawyers' Tax Committee and vice chair of the organization's Section 103 editorial board, which oversees the publication of the Federal Taxation of Municipal Bonds Deskbook.

She also speaks frequently at NABL conferences. Perri has been recognized by Best Lawyers in America in the areas of public finance and tax law since 2021.

"We expect that Sella, with her extensive experience with complex tax matters, will prove an immediate asset to our clients in not only structuring transactions, but in serving as an ongoing resource once a transaction is complete," said Laura Bilas, head of Foley's health care and public finance practice groups.

Perri received a Master of Laws degree in taxation from Georgetown University Law Center, a law degree from the University of Baltimore and a bachelor's degree from Guilford College.
