OCERS Hires Miller as CIO

SAN FRANCISCO – The Orange County Employees Retirement System, Calif. has hired Girard Miller as its new chief investment officer.

Miller, who will start July 2, previously worked as a senior strategist for retirement finance and public sector investment at the Public Financial Management Group.

Prior to PFM, Miller was president of Janus Mutual Funds and chief operating officer for Janus Capital Group. He also headed ICMA Retirement Corp. for 10 years as president and CEO.

The new position marks a return to the public sector for Miller, whose experience includes nine years working for local governments in New Jersey and Michigan and on the staff of the Government Finance Officers Association.

He has written 12 publications for the GFOA, including Investing Public Funds and Pension Fund Investing, and started its Public Investor newsletter.

Miller has frequently commented on public pension issues. He has given up his column at the publication Governing to focus on his new position.

OCERS is a $9.2 billion pension system serving 39,000 employees of Orange County and 14 other employers.
