Bond Buyer National Outlook Conference
Traders and other muni experts filled the room at The Bond Buyer's National Outlook Conference in New York, where Kent Hiteshew, Treasury director of the office of state and local finance, said a combination of public-private partnerships and qualified public infrastructure bonds may be used to help improve the nation's infrastructure.
"We believe a new, hybrid approach makes sense. This uniquely U.S. model would take the benefits of P3s - including the presence of equity investors and the effort to address life-cycle costs through long-term private sector participation - and marry them with greater access to lower cost municipal bond financing. This approach is the foundation of our Qualified Public Infrastructure Bonds, or QPIBs, proposal which was included in the Administration's Fiscal Year 2016 Budget, released earlier this month," Hiteshew said in his keynote speech. "P3s are certainly not appropriate for every project, but QPIBs can help level the playing field to facilitate a more robust evaluation of the costs and benefits of alternative approaches."
