Standard & Poor's Ratings Services said it has raised its long-term rating and underlying rating on Mission Bend Municipal Utility District No. 2, Texas' general obligation debt to A from A-minus.
The outlook on the ratings is stable.
"The upgrade is based on the MUD's declining overall net debt burden and very strong general fund reserves," said Standard & Poor's credit analyst Alexander Rawlings.
Federal Reserve guidance will likely continue to support the long end, MMD's Kevin McGuigan said, but "investors need to be cautious about extending duration right now, given that a lot of the pressure on the long end has been the result of supply concerns."
With the effects of added Medicaid requirement looming next year, some states are already seeing stress cracks in their reserve fund balances and revenue levels.
