Jacqueline Hale grew up in the Central Texas area, graduated from Baylor University and then attended law school at the University of Oklahoma. After beginning her career at the Floyd Law Firm in Norman, Oklahoma, Jacqueline wanted to come home to Texas and in 2018 took a job with McCall, Parkhurst & Horton LLP, earning the title of partner in 2025.
Her practice primarily focuses on special districts in Texas. She serves as a leader in the firm on municipal utility district financings and represents municipalities on a wide variety of deals, including public improvement district transactions. Jacqueline recently expanded her practice to assist with large issuers in Texas, such as the Texas Water Development Board and the Lower Colorado River Authority.
Last year, Jacqueline served as underwriter's counsel on $653.75 million Texas Water Development Board bonds and is serving as bond counsel to the board for its State Water Implementation Revenue Fund, which provides financial assistance to political subdivisions for the purpose of conserving and developing water resources. "These types of transactions are so important for the state, particularly rural political subdivisions and communities. It's rewarding to work on them," Jacqueline says.
Jacqueline is thankful for the female mentors she's had throughout her career. Carol Polumbo, who previously served as McCall's managing partner, has been a key role model. "Working alongside her and learning from her has been invaluable not just from a legal perspective, but she has also taught me what thoughtful and effective leadership looks like by way of example," Jacqueline says.
When Jacqueline is not working, she and her husband enjoy traveling, exploring new restaurants, and spending time with family and friends.
