Moody's Investors Service said it has upgraded Hayward Community School District, Wis.'s general obligation rating to Aa2 from Aa3.
Concurrently, Moody's has assigned a Aa2 to the district's $3.9 million GO refunding bonds, Series 2015. Post-sale, the district will have $6.3 million of outstanding GO debt.
The Aa2 rating reflects the district's moderately sized tax base and weak demographic profile, strong reserve levels that have strengthened in recent years, a low debt burden and rapid payout, and affordable pension liabilities.
