Frank Mamo, a vice president on the ratings team at Moody's, is a lead analyst for local government credit ratings in the southeast.
During his 12 years at Moody's, he has worked with hundreds of local governments and conducted extensive research on municipal budgets and infrastructure needs. He is always researching the next thing that will impact communities.
It's no surprise that Frank was recently named lead for Moody's Public Finance Data Center Working Group, which is hyper-focused on evaluating how data center developments are impacting state and local governments.
"We are assessing how data centers impact local economies and tax revenue and looking at the demand they place on municipal water utilities." Frank says. "It's very interesting."
Frank has built a reputation around his work researching the nation's urban and rural divide, examining how different regional opportunities and demographic trends shape the trajectory of local governments and their credit quality. Being from a rural town in Northwest Iowa, Frank has always been intrigued by this topic.
Still, Frank's favorite part of the job is sitting down with local governments on a regular basis and discussing their policy goals. "We talk about the challenges they are facing and the strategies they are using to overcome those challenges. Those conversations help keep my feet on the ground and [allow me to] see what's happening in communities across the country."
Frank is also an exceptional colleague. He is a mentor to the junior analytical staff at Moody's. His measured and detailed approach to credit makes him an excellent and valued teacher, says Nicole Addalli, an executive director at Moody's.
As a certified master gardener, when Frank is not working, he volunteers at community events and teaches people how to improve their gardens.
