Flat Sales-Tax Vote Sought

Arkansas voters may decide in November on a proposed constitutional amendment that would replace all taxes levied by the General Assembly with a single sales tax on consumable goods and services.

Attorney General Dustin McDaniel has certified the ballot title and popular name of a proposal submitted by Arkansas Progressive Group.

Proponents have until July 2 to obtain valid signatures from 77,468 registered voters to put the measure on the Nov. 2 ballot.

Supporters call the proposal AR One Tax.

The state currently levies a 6% sales tax, which generated $2.7 billion of the $6.6 billion of general revenue in fiscal 2009.

Officials of the Arkansas Progressive Group said to maintain current revenue, the proposed state sales tax could be more than 8%. Fewer exemptions to the sale tax would be provided than under current law.

The measure would cease the collection of all taxes levied by the General Assembly on July 1, 2012, including income taxes, corporate taxes, fuel taxes, and severance taxes.
