Cooperative in Cleveland

In his fifth annual state of the city address, Cleveland Mayor Frank Jackson touted several large development projects planned for downtown and said he would push Ohio to allow more cooperation among municipalities looking to partner on services and education.

The mayor recently submitted a proposed amendment to the state constitution that would allow cities to expand their authority to cooperate across boundaries. The move would allow Cleveland to sell some of its services to other cities.

Jackson also said he would try to create a county authority to focus on regional education and look for new ways to fund it, as well as help districts share resources. Projects underway include a new medical convention mart and a downtown casino that could bring in up to $100 million in new tax revenue.
