New York budget commission picks Richardson as VP for research

The Citizens Budget Commission named Denise Richardson, a former executive director of a construction industry trade group who previously served the city of New York in environmental protection and technology posts, to become its new vice president for research.

“Denise’s broad and deep policy knowledge and decades of varied experience — from her leadership of the General Contractors Association to her 20-plus years as a public official serving five different agencies — will add significant value and build on CBC’s long history of fiscal and policy research excellence,” CBC President Andrew Rein said Monday. “CBC is fortunate to be the place where Denise returns to the policy and economic analysis roots she formed when she received her Master in Public Affairs and Urban Planning from Princeton University’s Woodrow Wilson School.”

Richardson has been executive director of the General Contractors Association of New York since 2008 and was deputy director for two years before that. In New York City government, she was deputy commissioner and deputy agency chief contracting officer of the Department of Environmental Protection and assistant commissioner of the Department of Information Technology and Telecommunications. She was also assistant chief procurement officer for New York City Transit.

She has been on the boards of the Regional Plan Association, the N.Y. League of Conservation Voters and the CBC.

Richardson received her Masters in public affairs and urban planning from Princeton University’s Woodrow Wilson School and a BA in economics and government from Simmons College.

“I’m excited to join the Citizens Budget Commission and become part of the incredible team that vigilantly works to hold New York City and State government accountable,” Richardson said. “CBC’s research and reports ensure that fiscal responsibility and efficient and effective services remain at the forefront of policy discussions. I look forward to working on these issues for the benefit of current and future New Yorkers.”

The CBC is a nonpartisan, nonprofit civic organization that focuses on the finances and budgets of New York State and New York City.
