
Bracewell on Monday announced the election of eight new partners, two of whom – Levi Stoneking and Sarah Tahir – are attorneys from the Texas-based firm's public finance practice.
"We are excited to welcome these eight outstanding lawyers to our partnership," Bracewell Managing Partner Gregory M. Bopp said in a press release, which indicated that the eight Bracewell lawyers have been promoted to partnership effective on Jan. 1, 2026.
Based out of the firm's San Antonio office, Stoneking was promoted to partner from associate in the public finance practice. He focuses his practice on "tax-exempt financings, tax credits and governmental contracts at the federal, state and local levels, with a special focus on affordable housing projects," the release said.
Stoneking graduated cum laude with a Bachelor of Science in Management degree from Tulane University and earned his J.D. from Tulane University Law School, where he also graduated cum laude, according to the release.
Tahir, who is based out of Bracewell's Dallas office, was also promoted to partner from associate in the public finance practice.
"She represents airport systems, tollway authorities, cities, counties, school districts and investment banks on public finance matters, including as bond counsel, disclosure counsel and underwriter's counsel," Bracewell's release said. "Tahir has extensive experience with transportation infrastructure finance, convention center financings and tender offer transactions."
She earned her B.A. from Oslo Metropolitan University and her J.D. from Arizona State University, the release said.
Also promoted to partner were: Margaret B. Beasley of Bracewell's New York office, who was promoted from senior counsel in the government enforcement and investigations practice; Joseph A. Brazauskas of the firm's Washington, D.C. office, who was promoted from senior counsel in the government relations practice; Rebecca J. Foxwell of the New York office, who was promoted from senior counsel in the government enforcement and investigations practice; Shannon R. McKay of Bracewell's Houston office, who was promoted from associate in the projects practice; Kevin M. Voelkel of the Washington, D.C. office, who was promoted from associate in the environment, lands and resources practice; and Kenni C. Wilkinson of the Houston office, who was promoted from senior counsel in Bracewell's finance practice.
