The Kansas Senate Transportation Committee has approved a proposed $8.2 billion, 10-year transportation program that includes $1.7 billion of bonding capacity for highways, rail, aviation, and mass transit efforts.

The plan would be financed by an increase in the state sales tax to 5.6% from the current 5.3% on Jan. 1, 2013. The bill also includes an increase in annual vehicle registration fees ranging from $20 to $135, based on vehicle weight.
