Some changes to top 10 muni bond issuers of 2022

The New York City Transitional Finance Authority headlined the top 10 issuers in 2022, almost all of which outperformed their par amounts from 2021.

Four new issuers entered the top 10, as the Golden State Tobacco Securitization Corporation; the California Statewide Communities Development Authority, New York City Housing Development Corporation and the Indiana Finance Authority fell out.

Still the top 10 issuers are mostly from just two states, with four from New York and two from California.

NYC TFA ousts DASNY for first place

The New York City Transitional Finance Authority led all issuers during 2022 with a par amount of $7.519 billion issued in 19 transactions, ousting the Dormitory Authority of the State of New York for the top spot. In 2021, the TFA used $5.494 billion in 12 deals.

The Triborough Bridge and Tunnel Authority is on the rise

The Triborough Bridge and Tunnel Authority rose to second place from seventh a year earlier, issuing $6.795 billion in 12 deals in 2022. The authority priced $3.054 billion in 22 transactions in 2021.

California is down but not out

California fell to third for 2022, despite issuing more debt than the year before, pricing $6.619 billion in 11 deals. The state issued $6.556 billion in nine deals in 2021.

Massachusetts entered the top 10, coming in fourth. The state issued $5.719 billion in eight transactions, up from $2.550 billion in 10 issues in 2021.

The Dormitory Authority of the State of New York dropped to fifth, coming to market with $5.596 billion in 16 transactions, a decrease from the $7.878 billion it issued in 30 deals in 2021 when the authority copped the top spot.

New York City rose to sixth from 12th a year earlier, pricing $5.061 billion in 11 deals in 2022. The city issued $2.661 billion in six transactions in 2021.

The Regents of the University of California came in seventh, pricing $4.086 billion in five deals last year. The state issued $2.923 billion in five deals in 2021 for ninth place in 2021.

The Louisiana Local Government Environmental Facilities and Community Development Authority jumped to eighth from 152nd in 2021, issuing a par amount of $4.011 billion in eight deals. In 2021, the authority issued $590.1 million in 16 transactions.

The City and County of Denver surged to tenth place from 345th a year earlier, selling $3.364 billion over eight deals, up from $273.8 million in one deal in 2021.
