Muni Vet Schaefer Named a Deputy California Treasurer

LOS ANGELES — California State Treasurer John Chiang named municipal bond market veteran Tim Schaefer as his deputy treasurer for public finance Thursday.

Schaefer, 67, was Chiang's senior financial advisor in the treasurer's previous role as controller. Chiang was sworn in as treasurer on Jan. 5.

Schaefer, founder of Magis Advisors, a public finance consulting firm in Orange County, Calif., has more than 40 years of experience in the municipal securities industry.

"As a consultant, Schaefer was called upon several times during the worst cash crises of the past three decades to assist the state with the structuring and sale of complex cash flow borrowings," according to the treasurer's office. "The largest of these borrowings exceeded $10 billion; another involved one of the largest sales of medium term notes ever attempted in the national markets."

Prior to working as a financial advisor, Schaefer managed the national municipal trading desk at Chemical Bank in New York City and the public finance division of Bank of America in San Francisco. He began his career as a municipal bond salesman, syndicate manager, and secondary market trader.

During his 20 years on the technical assistance committee to the California Debt and Investment Advisor Commission, he served three terms as chairman. He also acted as a private sector advisor to the standing committee on governmental debt of the Government Finance Officers Association.

He is a co-author of the California Public Funds Investment Primer, published by CDIAC in 2006 and has authored a number of articles on the field of municipal finance. He is a member of the California Society of Municipal Analysts, the Risk Management Association, the Government Finance Officers Association, and the International City Management Association.

Several of Chiang's appointees are coming with him from the controller's office.

Among those moving with Chiang are Colin Wong-Martinusen, 44, who served as Chiang's chief of staff in the controller's office, and will fill the same role in the treasurer's office. Alan Gordon, 59, who was named Deputy Treasurer for Legislation and Infrastructure Financing, previously was Deputy State Controller for Environmental Policy. Jan Ross, 56, who was named Chief of Information Technology, fulfills a role similar to the one she held in the controller's office.

Two other senior staffers were announced Thursday.

Grant Boyken, 45, will serve as Deputy Treasurer for Retirement Security and Healthcare. Boyken previously served as the Treasurer's Pension and Benefits Officer. Vince Brown, 62, will serve as Deputy Treasurer for Administration and Fiscal Policy starting March 16. He currently serves as chief executive officer of the Alameda County Employees' Retirement Association Board of Retirement.
