Tsilas to Rejoin IRS as Branch Chief

WASHINGTON – Vicky Tsilas will rejoin the Internal Revenue Service next month as its branch chief, the Washington-based attorney told The Bond Buyer Tuesday.

Tsilas, a partner at Ballard Spahr in Washington, will start at the IRS on Oct. 3. She said it was an opportunity she could not refuse, and that she looks forward to working on regulatory projects on the business plan with Treasury Department associate tax legislative counsel John Cross and IRS senior technician reviewer Johanna Som de Cerff, some of which they have worked together on for more than ten years.

She previously served as an assistant branch chief of the IRS' financial institutions and products divisions.

"I am hopeful that together, and with [National Association of Bond Lawyers'] assistance, we will continue to make significant progress in releasing much needed guidance in our area," Tsilas said.

She has been a partner at Ballard Spahr since January 2015. Before that, for more than two years she was Treasury's associate tax legislative counsel having replaced John Cross when he left Treasury to become the director of the Securities and Exchange Commission's Office of Municipal Securities. Tsilas had been of counsel at Ballard Spahr from 2008 to 2010 and an associate at the law firm from 1999 to 2003.

She has most recently specialized on issues related to exempt organizations and the aspects of tax-exempt and tax-credit bond transactions.
