Cooper Joins Locke Lord's Public Finance Practice

DALLAS -- Locke Lord LLP has hired tax specialist Todd Cooper to bolster its 25-member national public finance practice.

Cooper, who previously was a partner at Squire Patton Boggs, joins the firm as a partner and will work on deals nationally.

"This is very exciting," said Mike Schulman, co-chair of the group. "Todd has a terrific reputation and will work with attorneys across the Firm assisting our clients with their federal and state tax needs."

Cooper's practice has included roles as both bond counsel and underwriter's counsel and assisting in the formation of tax exempt entities, and their retention of tax-exempt status.

His work has covered transactions in the transportation, education, healthcare, single and multifamily housing, student loan and utility sectors. Cooper also specializes in advance refundings and stadium and convention center financings. His experience also spans pooled financings including revolving fund programs; industrial development and exempt facility bonds; and tax credit bonds.

He is the current vice-chair of the Tax Exempt Financing Committee of the American Bar Association Tax Section and is a fellow and board member of the American College of Bond Counsel.

Cooper spent 10 years Squire Patton Boggs, the top ranked bond counsel firm in Ohio last year and 7th in the Midwest, according to data from Thomson Reuters.

Cooper will be working remotely from Cincinnati, as the firm doesn't intend to open an office there.

Locke Lord, which began in 1891 in Dallas, expanded its size and reach last year when it merged with Edwards Wildman Palmer LLP, which has a strong New England presence.
