The Treasury Department said it expects to borrow $266 billion in the fourth quarter and end with a $140 billion cash balance.
The estimate is greater than the $235 billion Treasury earlier said it expected to borrow in the quarter.
In the first quarter of 2014, Treasury is projecting $265 billion of borrowing.
In the third quarter, Treasury said it borrowed $197 billion, compared to the $209 billion it planned to pay down, and it ended the quarter with a $88 billion cash balance, compared to the $95 billion balance it had projected.
Treasury will detail it quarterly refunding Wednesday morning at 8:30 a.m., Eastern time.
